For suburbia becomes, increasingly, the sum of neighborhoods that once comprised most of the central city. This reordering in space accompanies other important changes. The average man of today's metropolis differs greatly from his counterpart of earlier decades. While the population is shifting in the nation, and the neighborhoods within the metropolis change their character, the entire social system of the metropolitan complex is in movement. It is useful to consider three separate dimensions of change along which it is traveling, dimensions by which we can order and compare different neighborhoods of the metropolis, and also differing citiesor the same city at different points in time.
Nor can we infer a great deal from the information that more crime is committed in the metropolis than the middle-sized city, in the slum than in the suburb. Ingenious and skillful analysts continue to order the data provided by the census: it is a distortion of method, leading to a distortion of theory, to presume that such data will have more than a very narrow relevance to such images of the social city as we have adduced. But the journalist, the shrewd observer, the analyst of census data, has provided most of the evidence for and against the various images of the city.
