As we note above, these measures had the effect of promoting home ownership and reviving the private rented sector as attractive alternatives. Public sector housing development fell from 170·000 units in 1970 to only 2000 units in 1995 (Goodchild & Karn 1997). At the same time, Housing Associations (or, since the introduction of the term in the 1996 Housing Act, Registered Social Landlords, RSLs) have become much more significant players. In addition, in line with more general attempts to promote a ‘holistic’ approach to public policy, the planning system and regeneration agencies have become more closely involved in provision of affordable homes.
