During the recent aborted Oslo peace process, Yasser Arafat was effectively asked to cut a deal for the majority of Palestinians that would leave out the minority of Palestinians who live in exile in the refugee camps. Despite the political rationality of cutting a deal that would have led to a Palestinian state in the vast majority of the West Bank and Gaza Strip, Arafat felt compelled to hold out for a deal for the refugees – one which was not forthcoming from Israel. 40 THE BIRTH OF THE STATE An overlooked area of the refugee crisis caused by the 1948 war is the question of the Jewish refugees who were expelled from their Arab countries of origin following the creation of Israel.
