However, there were other documents in the series which, because of their basic significance for the review as a whole, were produced to much higher standards of presentation, and made publicly available in order to stimulate wider discussion of the emerging principles of the review plan itself. The dates of issue of these particular documents can be seen as landmarks of the planning process in Coventry, and have been included as such in the overall picture of Table 2. We will therefore now make some brief comments on the significance of each of them in turn.
Although we were fortunate in being present in Coventry at a time when a major review of the development plan was in progress, the time-scale of change in the processes of land-use planning is such that it was not only the first review to be carried out in the city under the quin quennial review procedure but also the last: by the time the review plan was sub mitted, legislation was already pending to bring the processes of local land-use planning more closely in line with the moreflexibleideas put forward in the Plan ning Advisory Group report.
External consultations took place with representa tives of several departments of central government, with the Warwickshire County Council, with statutory undertakings such as British Rail and the Regional Gas and Electricity Boards, with the local Chamber of Commerce, and with several other interested parties including many of the major local industrial employers. The draft review plan was made available for public inspection for six weeks in the spring of 1966, as a result of which 321 written or verbal objections were received from particular individuals or businesses affected by the proposals, together with 18 petitions on behalf of wider groups.
