The effectiveness and legitimacy of particular urban initiatives promoting economic competitiveness and social inclusion. However, this finding implies that one should not concentrate on ‘democratic deficits’ in the input sphere and ‘implementation deficits’ in the output sphere of a political system when it comes to improving or securing democratic governability. Rather (as has already been argued with respect to the multi-level polity of the EU: see Majone 1998; Lords 2001; Gbikpi and Grote 2002), the ‘accountability deficit’ is most significant – and the basic prerequisite for reaching accountability is the transparency of policy-making and access to information about the reasons why a certain decision was taken.
In this view, performance is not identical to ‘efficiency’, nor to achieving a possible objective, but it stands for the difficulty of achieving a politically defined objective. Stone points to the following three performance indicators to measure the degree of difficulty in promoting change by urban leadership (Stone 1995: 106–107): 1 2 3 the ‘redistributive character’ of policies pursued and implemented; ‘the scope of who is involved, the degree to which followers are actively engaged, and the extent to which they are moved by the leader to see themselves in a different and less narrow way’, or, in short: the activation of citizens/followers vs.
