One is either disabled or not. One cannot be a little disabled more than one be a little pregnant [ . . ] A concept with such a univalent stronghold on meaning must contain within it a dark side of power, control, and fear. (1995: 1) This absolute concept operates by evoking the diagram of the norm and asserting that those marked as disabled cannot be situated within the boundaries of ‘normality’.
So in allowing for the calculation of risk and the subsequent government of risk, the unpredictable character of life becomes more manageable. The diffusion of insurance and risk throughout society was one of the processes that augmented the capitalisation of the population. The success of the norm is made apparent when we consider that the concept, used in the modern sense, is not yet 200 years old (Davis, 1995; Hacking, 1990). Moreover, it is hard to imagine how the world was ordered prior to its existence.
