It is a vast, dry alkali lake bed totaling 500,000 acres. It is part of the remains of ancient Lake Lahontan, which once covered much of western Nevada. The Black Rock Desert is one of the largest undeveloped desert valley floors in the nation. It contains the Quinn River drainage, an ephemeral stream often dry by late summer. It was once used by pioneer emigrants to California. Part of the desert is on the National Register of Historic Places. Recent discoveries include the remains of a woolly mammoth, a saber-toothed tiger, and other Pleistocene animals that may have been trapped by the marsh shoreline of Lake Lahontan.

The Navy threatened to close the Fallon Naval Air Station. If a refueling station was available, the Navy could fly its planes from permanent bases at Alameda and Moffett fields in California. The Navy also stated that the area the Air Force identified was the wrong shape. It included a ninety-degree bend that prevented it from being used as a gunnery range. Also, the Navy expected that the Atomic Energy Commission probably would ask for the additional acreage. It believed this was preferable because the Air Force had contaminated the range with unexploded ordnance.

In order to use the Nellis Range it needed to rehabilitate the old Tonopah Air Base. This would take at least two years and the need for increased training was immediate.
