Planning of course relates to policy and the most central overall LEA plan is the Education Development Plan (EDP) which LEAs have to submit to the Department for Education and Skills (DfES). The EDP has sections referring to SEN and the main thrust of these should be elaborated in the SEN policy and presented in more detail in SEN action plans. Among other plans required by the DfES are an early years development plan, and a behaviour development plan. There may also be plans covering the achievement of pupils from ethnic minority backgrounds and others.

The SEN policy must contain certain information as set out in Statutory Instrument 2506, the Education (Special Educational Needs) (Information) Regulations 1999 which form an appendix to the Special Educational Needs Code of Practice (Department for Education and Skills, 2001a). SEN policies in early education settings and City Academies must contain information as set out in the conditions of the grant. Also, local education authorities (LEAs) must ensure that pupil referral units (for which the LEA form a management group) have suitable SEN policies.

However, even if an assumption is correct in the general sense, it does not follow that it is appropriate to assume that members of the group conform to what may be typical of the group. For example, it may be correct that girls perform better in mathematics than boys in General Certificate of Secondary Education examinations in England in the early years of the millennium. But to assume that a particular boy will perform at a lower level than a particular girl would be to inappropriately carry general truths over to particular cases without evidence (this is leaving aside the possibility that the general trends may change).
