We, Guy, count of Flanders, make it known to all … concerning the struggle that has taken place in the city of Ypres between the aldermen and the city council, on the one hand, and the common people of the trades, on the other:13 the drapers, masters of the Temple,14 who were involved in the crimes of our city of Ypres and have come before our courts of justice in regard to the conflict mentioned above, and before us have promised to fulfil the conditions set by us and which we have ordered … the drapers have among other things agreed to pay, and have paid, 2,400 pounds in the money of Flanders.
And for this reason many crimes have been committed, because the poor did not want to put up with it but they did not know the proper way to pursue their rights except by attacking them [the rich]. And some of these have been killed by the other and the towns damaged [mal menees] by these dishonest tax assessors. Therefore when the lord of the town sees a disagreement begin he should intervene and tell the common people that he will set their taxes properly, and for the rich also. And then he should assess the tax in his town by an honest inquiry, the rich as well as the poor, each person according to his estate, and according to the need of the town for the tax to be great or small; and then he should force each person to pay what he has been assessed; and afterwards he should have what was collected by the assessment paid where there is the greatest need, for the benefit of the town; and by doing this the disagreement and the town can be quieted.
