These examples show how negligible public participation of citizens in electronic debates within virtual cities is at the moment. This phenomenon tends also to be part of a vicious circle, in which the decision-makers and the public servants who would be supposed to be important actors in the discussion fail to grasp the real potential of the electronic environment, thus themselves failing to participate.
