Some experts have estimated the number of casualties on both sides as high as one million dead and three million wounded, in addition to tens of thousands of prisoners, millions of homeless, hundreds of billions of dollars in material damage, and inestimable human suffering. 5 THE ROOTS OF CONFLICT The roots of this tragic conflict have been deeply embedded in confusion. The war has been described as a conflict over territory, or portrayed as a Sunni versus Shi'i religious struggle, or depicted as a personal conflict between Iraq's Hussein and Iran's Khomeini.
The third phase, from February 1984 to February 1987, corresponds with the "tanker war" in the Persian Gulf, the intensified use of bombs and missiles against civilian targets (the "war of the cities"), and the general stalemate, despite several large and costly offensives, along front lines of the fighting. The fourth phase, from March 1987 to July 1988, is what Iran refers to as the period of American intervention. -supervised cease-fire in August 1988 marks the beginning of the fifth phase of the war.
This offensive culminated with the liberation of Khorramshahr on May 24 and the mass surrender of nearly 30,000 Iraqi soldiers. Iraq was now ready for a cease-fire, and in June Saddam Hussein announced a unilateral withdrawal of remaining 44 Strategic and Political Dimensions sources from Iran. Tehran, however, now had no interest in a ceasefire.
