For, at least as I conceive things, in the last analysis, freedom and order are not on all fours at all. They are not each ultimately desirable states to be combined in a suitable ratio in order to achieve some sort of maximum. Rather they are related to each other as end and means. I desire freedom as an end in itself. I desire order as a means to freedom. This view is not one that is universally adopted : some of the greatest minds that have worked in this field have adopted positions that are radically opposed to it.
It is easy to transfer such habits of evaluation to social relationships and 29 POLITICS AND ECONOMICS to argue that what is good and desirable is conformity to a certain order. Plato's Republic, where the relations between the citizens are supposed to realize in themselves the idea of justice, is an example of this kind of conception.
