16 He maintained that development could not be dissociated from democracy, for it necessitated the existence of a vibrant and responsible opposition force. Yet Sayigh’s idealism and hopes of the 1960s were dashed by the 1970s. In his book Arab Oil Policies in 1983 and other articles, Sayigh lamented the failure of oil-Â�producing states’ leaders to be visionary and to avoid falling into the trap of becoming Â�rentier economies, despite their nationalism. He also lamented the limits put on popuÂ�lar participation in decision making processes, which prevent citizens from holding their leaders accountable to their promises of develÂ�opment.

He simply wanted national leaders to gear trade toward inducing the structural changes necessary to transform a poor or rentier economy into a high-�productivity economy. In his Elusive Development: From Dependence to Self-�Reliance in the Arab Region, published in 1991, Sayigh wrote of the failure of Arab countries to become self-�reliant due to their inability to capitalize on oil resources and international trade to diversify their sources of growth domestically by developing agriculture, industry, and human resources.
