The 21CTP is operated as a virtual network of agencies and government laboratories, with an unwieldy structure and budgetary process. Agency personnel meet frequently and industry partners meet periodically for limited sharing and communication.

Finding 3-2. The goal of achieving 50 percent thermal efficiency at 2010 emissions was not clearly specified by the 21CTP.
