In fact, the Jordanian monarchy has built the appearance that the king stands above day-to-day politics. Yet all Jordanians know that the king sets major policy decisions and trajectories. Thus, the personality of the monarch remains an important factor in Jordanian politics. Since independence, only four men have worn the Hashemite crown in Jordan: Abdullah ibn Hussein, Talal ibn Abdullah, Hussein ibn Talal, and now Abdullah ibn Hussein. King Abdullah I and King Hussein have imprinted their personalities on Jordan through the process of regimeled state building, and King Talal bequeathed Jordan a constitution.
The examples of Soviet and Ba˜athist dictatorship have led some leftists and Arab nationalists to conclude that the Hashemite monarchy in Jordan is a benign alternative. As leftists and Arab nationalists began moving into the regime coalition, Islamists began moving out of it. The Muslim Brotherhood organization in Egypt and Syria was a long-time opponent of these Arab nationalist regimes. In Jordan, however, the Muslim Brotherhood provided the Hashemites with a reliable ally during the turbulent 1950s and 1960s.
The king appoints and dismisses the prime minister and the cabinet (Article 35), appoints the Senate (Article 36), calls elections for the House of Deputies, and can also dissolve the House (Article 34). The prime minister and cabinet require not only the king’s confidence, but the House’s as well (Article 51). Individual ministers, as well as the entire cabinet, can be removed by a majority vote of the House (Article 53). Yet, the cabinet begins the legislative process by determining what draft laws will be submitted to the Parliament (Article 91).
